384 O <br /> .July 24,1991 <br /> President Morrow hes numerous requests by public citizens to <br /> speak the it w was difficult to separate <br /> policy on <br /> regulatory discussion so was <br /> was decided to combine <br /> both hearings and comments. <br /> Councilman Pope on a point of order asked that since there was <br /> court reporter in attendance if the minutes of this meeting <br /> could be sent to the Planning Commission highlighting <br /> concerns. Allan Giffen suggested that he be allowed to <br /> summarize the concerns. Councilman Overstreet agreed that this Q <br /> would be appropriate <br /> Mx. Shockey suggestetland table discussion with <br /> councilmembers and citizens. This could help drafe a Pair and <br /> equitable ordinance. <br /> Allan Griffen reminded Council that the current regulations are <br /> interim regulations and that the proposed ordinance is more .� <br /> desirable than the interim ordinance. <br /> Councilman Moser asked if the interim ordinance could be <br /> extended beyond the September 1,1991 deadline. <br /> Jim Iles, Assistant City Attorney, stated that legally the City <br /> pule either have to adopt a w ordinance amending the interim C) <br /> o <br /> ordinance or extend the interim ordinance; however these <br /> actions need tohappen before the September 1 deadline. <br /> Tam Lux, Planning Commission, explained that over <br /> a.year and <br /> e half of hard work had been spent working on this ordinance <br /> and they Pelt they did the best Job possible. However, the <br /> Commission realizes that there will be issues that will have to <br /> be revisited. <br /> Dennis Beach, Planning, presented slides showing the different <br /> categories and classifications of wetlands. <br /> Councilman Overstreet was concerned ab out the ax nsiveness of <br /> the reports that would be required forthe commoncitizen. <br /> Ted Trepanier,1420 Grand Avenue, recommended that the proposed <br /> ordinance be remanded back to the Planning Commission. He Pelt <br /> that Category IV wetlands be exempted from regulation; the goal <br /> be no net loss Of function and values,notacreage;a threshold <br /> exemption of 3,000 square feet and below be added; lot size <br /> averaging be included;reasonable economic use shall include <br /> id <br />
