He reminded e ncilmembers there n appeal <br /> process if changes needed to be made. <br /> Bert Cronin, 713, SE.Everett Mall Way, general contractor, <br /> emphasized this is a quality of life issue. <br /> He didn't feel <br /> that passing the ordinance today in its present form was the <br /> answer. He felt m multi family residences would be created. <br /> Thisordinance is an enforcement ordinance. Therers a need <br /> for an ordinance that encourages good development. He also 0 <br /> wanted a round table discussion. <br /> Dennis Gregoire,Port of Everett, stated the shoreline wetlands <br /> are already regulated by Federal law (Corp of Engineers 404 <br /> Permit). The City doesn't need to get into regulating aquatic <br /> lands that are already regulated. Critical areas that aren't <br /> regulated do need to be regulated. He recommended remanding <br /> these documents back to the Planning om Commission far <br /> clarification. • <br /> Michael Smith, 3201 Broadway, Snohomish County Realtors, felt <br /> this proposal needs more refinement. There are three issues; <br /> affordable housing, wetland preservation, and private property <br /> rights that need to be reconciled. There needs to be <br /> consistency with growth management rules. He recommended that Cr)m <br /> the roposed ordinance be remanded back to the Planning <br /> Commission to review the issuesthat conflict with and deter <br /> affordable housing. <br /> Councilman Overstreet left Council Chambers. <br /> • <br /> Dave McKay, 2619 Rucker, supports the document as written and <br /> expressed that every Citizen in Everett should have access to <br /> the waterfront. <br /> Al Kaminiski, 11028 38th Drive SE, said it is very important <br /> to protectrecommends <br /> the water quality in the City andsurrounding <br /> da <br /> aption. supporta the proposed ordinance and ends <br /> O <br /> Allan Clark,1201 3rd Avenue,Seattle, supports the objectives • <br /> of the proposed ordinance but feels that a workshop or a series • <br /> of xkshops should be presented prior t0 passage t0 <br /> graphically illustrate how the requirements would be applied. <br />• <br /> • <br /> 0 <br /> 0 <br />
