450 <br /> August 28,1991 <br /> ) <br /> WHEREAS, the Snohomish County Council has recognized that it is <br /> within its public purpose of securing the health and welfare of <br /> its citizens, to aid in the provision of housing to meet this <br /> shortage;and <br /> WHEREAS, to provide such housing, it has been deemed necessary <br /> by the County Council that Snohomish County levy regular <br /> property taxes in excess of the one-hundred-six percent <br /> limitation for six years;end <br /> WHEREAS, the Everett City Council agrees with Snohomish County <br /> that it is critical to provide for the housing of low-income <br /> residents of the county;and <br /> WHEREAS, the Everett City Council concurs with the County that <br /> existing sources of funds for low-income housing are <br /> insufficient to meet the existing and projected needs for <br /> low-income housing assistance;and <br /> WHEREAS, the Snohomish County Tomorrow steering committee has <br /> recommended,a,Local Housing Finance Plan which proposes a <br /> housing levy. <br /> NOW,THEREFORE,BE IT RESOLVED THAT: <br /> 1. The Everett City Council supports Snohomish County in its <br /> efforts to provide for housing for low-income residents of <br /> Snohomish County. <br /> A. The passage of a levy es set forth in Emergency Ordinance <br /> No. 91-110,passed by Snohomish County Council on duly 31,1991, <br /> would <br /> ncome create a program to meet a portion of the County's <br /> low-ihousing need. <br /> Councilman Overstreet made reference to a letter from the <br /> Snohomish County Council answering the City's concerns and <br /> indicating their intent to cooperate with the City. <br /> Councilmen Diamond and Anderson had concerns that the resolution <br /> was not more specific. <br /> Ed Peterson, Executive Director of Housing Hope, spoke in favor <br /> of the resolution end requested Council's support. <br /> Councilman Anderson stated he was supportive of low income <br /> housing; however, he was concerned that by raising property <br /> taxes rents might also be increased. Mr. Peterson responded <br /> that the increase amounted to$1.68 per month per apartment unit. <br /> 0 <br />
