500 <br /> September 18,1291 <br /> BID AWARD <br /> Moved by Councilman Pope,seconded by Councilman Moser to award <br /> the contract for the Airport Road and W. Casino Road <br /> Intersection Improvements to Service Electric,Inc., the lowest <br /> and most responsive bidder,at their bid price of$88,312. <br /> Roll was called with all councilmen voting yes except <br /> Councilman Diamond who was excused. <br /> Motion carried. <br /> RESOLUTION-BOEING <br /> Councilman Gipson stated that during the Boeing mitigation <br /> hearings, the decision required Boeing to make a lot of <br /> mitigation payments and that money will accrue interest,but he <br /> didn't recall that it had been explained that the City will be <br /> compensated for their ability to manage and prepare for the <br /> mitigation process. He Said he did not want the City to have , <br /> to pay for the additional mitigation process requirements. <br /> Paul Roberts, Director of PlannIng and Community Development, <br /> said it was his understanding that the City would'accrue <br /> certain administrative.oasts and those costs would be borne out <br /> of the interest accrual on the mitigation payments. <br /> Councilman Pope asked how many hours has the Planning. <br /> Department invested in the Boeing mitigation and if a dollar <br /> figure has been established. <br /> Mr. Roberts stated the Planning Department has approximately <br /> 8,000 hours in this mitigation and the overall costs are <br /> aPProsimetely$250,000. <br /> Councilman Pope asked if other departments are also impacted. <br /> Mr. Roberts said that Traffic, Public Works, Legal are some of <br /> the departments that also have been impacted and the financial <br /> impacts of those departments will also be addressed. <br /> Councilman Moser noted that. he has received a letter tons <br /> Community Transit requesting that Community Transit have a <br /> positihn on the Mitigation Committee. Tim Iles, Assistant City <br /> Attorney, said that based upon the Decision Document as <br /> amended, the Committee has been expanded but Community Transit <br /> is not one of those participants. That does not preclude the <br /> Responsible Official from bringing them in on specific issues <br /> where he felt their expertise would be beneficial. Mr.Roberts <br />
