561 <br /> October 23,1991 <br /> The regularmeeting of the Everett City Council was called to <br /> order at 0:30 a October 23, 1991 in the City Council Chamber <br /> of the Everett City Hall,President Marrow presiding. Upon roll <br /> call it was found that Mayor Kinch andall councilmen were <br /> present except Councilman Overstreet who was excused. <br /> The minutes of the October 16, 1991 meeting were approved as <br /> printed with the following Omission included. <br /> L 'R On October 16th Councilman Pope gave a report on his recent <br /> visit to our sister city, Sligo, Ireland. He signed <br /> resolution for the sister city program while there and presented <br /> flags to the President of Ireland from Everett, Washington <br /> State,and the United States. He enjoyed his visit very much. <br /> OATH OF OFFICE <br /> Deputy Police Chief Bob Stiles introduced a w police officer, <br /> Daniel Smith, who w n in by Deputy nCity Clerk Sharon <br /> Marks. Meyor Kincha pinned his bedae entl the counetlmen <br /> offered their congratulations. <br /> un <br /> 0 MAYOR'S SPECIAL REPORT <br /> Mayor Kinch gave.a City.of Everett Nang:Prevention Update. He <br /> explained that recently the awareness of gang activities had <br /> heightened. He assured the community that the city is acting in <br /> a pro-active m end the n ary preventive measures <br /> being puxauetl.a Programs such asc the Silver MountaiChallenge, <br /> Youth Comm100Ion, Snohomish County Gang Task Force, summer <br /> r gym <br /> program, D.0.9.E., Youth Resource Center, and drug free <br /> e just a few programs the city has initiated aimed at high <br /> risk children. Currently the Police Nepartment has formed TACT <br /> (Temporary Anti-Crime Team) which will be a pro-active strike <br />• team assigned t0 deal with gang problems. Exploration is being <br /> done on increasing the intensity of night lighting In the <br /> downtown area.
