C^ SAt <br /> October 30,1991 <br /> PUBLIC HEARING-ABBOT HOMES SEPA APPEAL, <br /> On July 17, 1991, a Determination of Non-Significance(DNS)was <br /> issued on the Abbott 48 unit multiple family project on the <br /> east side of Silver Lake. On August 2, 1991, the Silver Lake <br /> Action Committee submitted comments on the DOS. The City <br /> prepared a Revised Mitigated Determination of Non-Significance <br /> n August 12, 1991, addressing a number of Silver Lake Action <br /> Committee's(SLAC•s)concerns. <br /> On August 21, 1991, oorthy Vandeventer of the Silver Lake <br /> Action Committee.'filed a SEPA appeal. The primary concern of <br /> the appeal is the water publicimprovements <br /> required by the city as part of the project conditions. <br /> The SUP'.appeal hearing was held on October 16 1991, and <br /> continued Sr October 23, 1991.and further continued to October <br /> 30, 1991 awaiting finalization of paperwork by Mr. Abbott in <br /> regard to a school pathway and agreement. <br /> Gerry Ervine, Planning, explained that a stipulated settlement <br /> between Abbott Homes, the City and the Silver Lake Action <br /> Committee had been reached. The agreement has been reviewed by <br /> 0Walt.Sellers and is satisfactory. <br /> Oorthy Vandeventer, 2012 129th Place SE, Everett, complimented <br /> Mr. Abbott an his cooperation during this project and also <br /> thanked staff. She stated there was one item, page 6, item B <br /> that needed to be diclosed and requested an executive session. <br /> City Attorney Jim Iles said it would have to be a legal matter <br /> and wasn't aware of the issue. Oorthy briefly talked to Jim <br /> and a short executive session was held. <br /> Arlene McKinney, 11305 M. Ibberson Drive, Everett, a <br /> representative from SLAC, commended the developers of this <br /> project,Mr.Abbott and Mr.Nelson. <br /> C• <br /> Moved by Councilman Pope,seconded by councilman Moser to close <br /> tM1e public earing. <br /> Rall was called with all councilmen voting yes except <br /> Councilman Anderson who was excused. <br /> Motion carried. <br /> C <br />
