I 615 <br /> November 13,1991 <br /> concern about the solid waste problem and share an idea for (—) <br /> solving this problem. He proposed that government agencies <br /> should purchaseproperty on Smith Island for a central solid <br /> waste transfer station. It could be a central station for <br /> mixed municipal wastes and a tranfer station for construction <br /> and demolition debris. It has a central and isolated location <br /> zoned M-2. If done right federal monies could be obtained for <br /> an overpass that would link the old highway from Everett to <br /> Marysville which would help with the Navy traffic. The dredge <br /> spoils could be used to raise this location. He acknowledged <br /> that all locations have a fatal flaw. He feels as citizens of 0 <br /> this city and county we should work together and take <br /> responsibility for our garbage. <br /> Councilman Diamond asked about the time interval of several <br /> years until it could be ready. President Morrow replied that <br /> the quick fix idea is where we get into trouble and that we may <br /> haVe to pay increased tipping fees until then. <br /> Councilman Overstreet expressed appreciation for President <br /> Morrow's comments and asked that they be transcribed verbatim <br /> no they can be used as a frame of reference. They will he on <br /> file in the desks Office. <br /> Councilman Overstreet referred to s letter from the County <br /> rnnivewr the transfer site on 36th Street and asked how the <br /> council Would deal with that. <br /> Mayor Ninth recommended a vmrkshopj however, felt the budget <br /> process needs to be dealt with first. <br /> CITIZENSCOMMENTS <br /> Susan Ratliff Reichmann, 816 35th Street, thanked <br /> councilmembers for their participation in the neighborhood <br /> meetings. She urged that the Port should be required to abide <br /> by the same environmentally sensitive area regulations as the <br /> City. <br /> Frank Figg, Boeing Company representative and member of 0 <br /> Partnership Per Tomorrow, relative to the homeless situation <br /> requested that the City contribute$166,300 matching funds to a <br /> Housing Trust Fund. He also offered studies on homelessness <br /> that had been done by Partnership for Tomorrow for the City's <br /> USG. <br /> 0 <br /> CO <br />
