Roll was called o the consent agenda items with all councilmen voting yes except President Gipson and Councilmen Moser who were excused and Councilman Overstreet who arrived later. Motion carried. BID REPORT-WALTER HALL GOLF COURSE ROOF REPLACEMENT tide w opened April 30,1992 Pox the Molter Hall Golf Course Roof Replacement project with the following results: State Roofing,Inc. $49,440 CRJ Roofing 54,174 Ballard Roofing 56,425 Diamond Construction 57,111 Smith Construction 66,898 KMM Builders,Inc. 68,000 Staff recommends w ends awarding the contract to State Roofing, Inc., the lowest and mostresponsive bidder. By awarding this bid to the low bidder, City Council is knowingly waiving a minor irregularity that the Legal Department has indicated does not constitute a material irregularity. The bid documents state that the entire bid and contract documents in.the Original binder must be submitted et the bid opening. State Roofing removed and submitted only the bid documents. The Legal Department has indicated that the variance would have to give the bidder a substantial advantage or benefit not enjoyed by other bidders to warrant rejection of the low bid. It was a deemed that this irregularity did not. Also, the bid fromCRJ Roofing was delivered to the Police Department on April 30, at 1:10 p.m., in time for the bid opening; however, was received by the Park Department in the city inter-office mail on May 1. This was also deemed a nr irregularity and does not effect the award Of the low bid to State Roofing.
