l99 <br /> June 3,1992 <br /> A special meeting of the Everett City Council was called to <br />} order at 7:00 p.m., June 3, 1992, in the City Council Chambers <br /> of the Everett Citya Hall, Vice President Anderson presiding. <br /> Upon roll call it s found that all councilmen w present <br /> except President Gipson and Councilman Moser who were excused. <br /> Mayor Winch was also excused. <br /> Vice President Anderson stated that two appeal hearings are <br /> scheduled for this meeting. The U. S. West appeal will be <br /> heard first followed by the Burlington Northern appeal. These <br /> involve two district appeals and will be treated as uch. He <br /> asked that all participants be succinct in their presentations and abide.by the ruses and time frames established. <br />_rt PUBLIC HEARING-U.S.WEST CELLULAR TOWER <br /> Vice President Anderson opened the public hearing regarding the <br /> U.S.West Cellular Tower, SEPA A116-91.Appeal of Determination <br /> of Non-Significance. <br /> Vice President Anderson asked for cooperation in following the <br /> procedure as established. He asked that participants speak <br /> only from the speaker's microphone and begin by stating their <br /> name and address and to keep their comments as brief and <br /> concise as possible. He said a court reporter was present and <br /> would be recording the testimony provided. <br /> He announced <br /> ced that he would be acting aschairperson for this <br /> hearing. The hearing is to be fair in substance and form and <br /> fair in appearance as well. He asked if any councilmember had <br /> any conflict which should <br /> that ember to avoid <br /> participation in this hearing. <br /> cauThere was no response. He <br /> asked if anyone in the audience objected to any councilsember, <br /> participation in the proceedings. No objections were made. <br /> Vice President Anderson explained that the purpose of the <br /> hearing is for the Council to hear and consider facts relating <br /> to the SEPA appeal of the US West Cellular tower. He stated <br /> staff would have 15 minutes for their presentation and the <br /> appellant, the Lowell Civic Association, represented by Mark <br /> Stowe; and the applicant, US West, represented by John <br /> Hendrickson will each have 65 minutes for their respective <br /> presentation. Five minutes will be provided for rebuttals or <br /> closing remarks from each party. <br /> He announced that allcross-examinations will be handled <br /> through the Chair. He asked that all individuals who wished to <br /> FF C testify be sworn in by the City clerk. <br />
