229 <br /> June 17,1992 <br /> Mr. Stowe, representing the appellants, reviewed the items of <br /> concern and stated that the SERA checklist was insufficient. <br /> He asked that the appeal be upheld. <br /> Mr. Walkley, representing the applicant, stated that there is <br /> no adverse impact by the Burlington Northern proposal. He said <br /> that staff did not err in the review process. He asked that the <br /> appeal be denied and that Council uphold the Responsible <br /> Official's decision 'to issue a Determination of <br /> Non-Significance. <br /> Gerry Ervine, Planning Staff, reviewed the documentation and <br /> information used to issue the DNS. Sufficient evidence was <br /> available to make the determination. He recommended that <br /> Council uphold the Responsible Official's decision to issue a <br /> Determination of Non-Significance. <br /> Movetl Dy.D21).1=I Pope, seconded by Councilman Diamond to <br /> close the public hearing. <br /> Roll was called with all councilmen voting yes except <br /> Councilman Moser and President Gipson who were excused. <br /> Motion carried. <br /> Cr <br /> Vice President Anderson stated that there are two basic issues <br /> for Consideration; whether the information is adequateto make <br /> a SERA determination: and on the basis of that information, is <br /> there a probable significant adverse environmental impact. <br /> Action required of Council is 1)to affirm the DNS: 2)remand <br /> Staff <br /> it to Staff to generate additional information; 3) recommend <br /> end <br /> preparation of an EISr 6) make additional findings and <br /> based on those findings,revise the DNS. <br /> Councilman Pope questioned the information and analysis done to <br /> determine the view and esthetic impacts on the neighborhood and <br /> the individual property owners. <br /> Vice President Anderson questioned the esthetic impact on the <br /> city as a whole siting the Washington State Petrol Tower on <br /> North Broadway as a example of adverse sight impact. He also <br /> asked if there w any limit on the number of dishes placed on <br /> the tower once it was built.-He wee informed that there was no <br /> control on the number of dishes. <br /> Councilman Diamond commented that an Environmental Impact <br /> Statement should be required to addrecc the adverse esthetic <br /> impacts to the neighborhood. <br /> ( 7 <br />
