232 <br /> June 20,1,92 <br /> WHEREAS, in 1983, Snohomish County Tomorrow was formed by the <br /> County and the cities located therein to coordinate planning to <br /> accommodate anticipated growth and mitigate or'minimize harmful <br /> environmental consequences;a. <br /> WHEREAS,the State Legislature passed the Growth Management Act <br /> (GAM in 1990 which requires a process like Snohomish County <br /> Tomorrow to address planning for the County and the cities, <br /> (RCM 36.700.210) and Snohomish County Tomorrow will be <br /> addressing the issues mandated by the GRA;and <br /> WHEREAS, the City of Everett passed Resolution Nb. 3250 <br /> committing the City of Everett to be a part of Snohomish County <br /> Tomorrow;a. <br /> WHEREAS, the City of Everett Charter sets forth the <br /> relationships between the Council and the Mayor as those <br /> between the legislative and executive branches of City <br /> government. <br /> ROM,THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL THAT, <br /> 1. The City reaffirms its commitment to the Snohomish County <br /> Tomorrow (SCT) process, as the appropriate body to address <br /> inter.risdictionalthe Growth Management Act, Roe 36.702, and as 0 <br /> specifically set forth in RCM 36.700.100 and 36.700.210. <br /> 2. The Mayor will recommend and the City Council approve a <br /> gr:rmbettivoef tit"y LIClIshgls:veeTeh:lirorf or one <br /> representative to the SCT Steering Committee. <br /> 3. The Mayor has designated the Director of Planning and <br /> Community Development or his designee to serve as the City of <br /> Everett's representative on all technical committees related to <br />, the SOT process. <br /> 6. It shall be the responsibility of the City's representative <br /> to the SC,Steering Comnattee to bring before the City Council <br /> any such matters as are deemed appropriate for Council action <br /> regarding the SOT process. However, the administration may <br /> also choose to bring matters forward to the Council which have <br /> been discussed within the SCT process. Any action proposed by <br /> the OCT Steering Committee requiring approval by member <br /> Jurisdictions shall be brought before the City Council by the <br /> City's representative,and Council shall take such action as it <br /> deems appropriate. <br /> 0 <br />
