266 July 15,1222 <br /> C <br /> ANIMAL SHELTER LOCATION <br /> A discussion of the various alternatives that have been <br /> considered for the location of the animal shelter was held. <br /> The most advantageous location appears to be a piece of <br /> property located adjacent to Langus Park and the Mater <br /> Pollution Control Facility an City owned property. With the <br /> limited funds Available, the City can't afford to buy land and <br /> also build the facility. <br /> Bob Cooper, Parks Director' reported that tho Park Board is <br /> generally supportive of this use of the prOPertY, but would <br /> like to be involved in the site development to assure that the <br /> improvements can also be incorporat,into the development of <br /> the park and recreation activities. <br /> Moved by Councilman Overstreet,seconded by Councilman Anderson <br /> to direct Administration to proceed with the planning and site <br /> development for an animal shelter on the City owned property <br /> located adjacent to Langus Park and the Meter Pollution Control <br /> Facility,providing access and review by the Park Board in the <br /> development of.the master plan. <br /> C) <br /> Bill Cushman,Finance Director, stated that$1,000,000 has beel. <br /> allocated in the Capital Improvement Program II. The financing <br /> mechanism could be either councilmatic bonds or a COP. <br /> Councilman Moser asked that adequate and proper signage be <br /> addressed in the construction planning. He also asked for <br /> consideration of swing shift personnel to assure citizens a <br /> wider access time period and aggressively eeek an on end eff <br /> ramp from the state on 12th Avenue. <br /> Mayor Pinch said that he would work with Joe Kozloyski and the <br /> Graphics Department to see if there are some ways that unique <br /> graphics and design can be incorporated into the project to <br /> make it eye-appealing from the freeway and easy to locate. <br /> Roll was called with all councilmen voting yes except <br /> Councilman Diamond who was excused. <br /> • <br /> Motion carried. <br /> ( <br />
