She also than'-ad Dave <br /> Davis for his work on traffic problems in the Port Gardner <br /> neighborhood. <br /> Reid Shockey, <br /> ensen informed <br /> Councilmembers 2of an924 lb i�ssuep regarding Diane tthe Jenvironmentall <br /> sensitive ordinance. He g <br /> further explained that the <br /> areas <br /> have property off Mukilteo Boulevard near to Narbeck <br /> Creek with view potential that is currently obstructed. The <br /> dilemma being that the dinance prohibitsc:ea�tln a new <br /> view. The Jensens are willing to pay for necessary testing and <br /> a <br /> study of this a to the effects of creating a view <br /> corridor and would like to work with the City to ultimately <br /> achieve this goal. Planning staff has indicated that an <br /> administrative policy is being developed. Mr. Shockey <br /> requested that Council approve negotiationwith staff and asked <br /> for Council's guidance. <br /> uncilmembers questioned if the new tree policy w uld apply. O <br /> Cxeescooper rks replied that the policy only deals Lth <br /> on publicproperty. <br /> Paul Roberts, Planning, explained that they are trying to be <br /> flexible in looking atenvirom entally sensitive areas;s• <br /> however, environmentally sensitive acharacteristics need to <br /> be protected. An administrative aro procedure is being developed <br /> so that environmentally sensitive n be dealt with in a • <br /> more flexible manner in certain circumstances. Mater quality <br /> also needs to be addressed in such instances. <br /> Councilman Moser was concerned with safeguarding steep slopes <br /> nd wetlands. <br /> City Attorney Mike Weight pointed out that Council isn't <br /> ping any <br /> actions or variances. The Planning Department is <br /> willingto <br /> people and accoMOdate their interests and <br /> view so that it is consistent with the environmentally <br /> sensitive guidelines. <br /> Paul Roberts stated that it is inappropriate for Council to <br /> take a position on this matter as there could be appeals in the <br /> future. Council's interest is to see <br /> e that this issue is <br /> addressed fairly recognizing that theprotection of views 1s <br />[ <br /> critical to the unite well es the protection of O <br /> environmentally sensitive a ears. <br />
