3DB <br /> October 28,1,92 <br /> CCouncilman Anderson requested that the wordidg not be and/or. <br /> Councilman Pape suggested that the wording could be(the Mayor <br /> or the Council President or the Budget Chairman). <br /> President Gipson felt the guidelines for both programs should <br /> be the same. <br /> Finance Director Bill Cushman explained that the ordinance was <br /> a reserve authority and that within it various programs could <br /> he dealt with. He cited Council's wish to have two rainy day <br /> programs) one to provide for the future radio communications <br /> network and the other to be a separate rainy day program. <br /> Councilman Pope explained that this was consistent as compared <br /> to the travel ordinance. It allows the President or the Budget <br /> Chairman to sign. <br /> Mayor Cinch felt this was not consistent with what normal <br /> policy has been on how the separation of government works. The <br /> division of power is when the Mayor doesn't vote and Council <br /> has the ability to approve or disapprove. This amendment would <br /> allow Council to assume the responsibility for full authority. <br /> Moved by Councilman Overstreet,seconded by Councilman Pope to <br /> amend the ordinance to insert into the (blank) in Section 2 <br /> "upon recommendation of the Mayor or Council President or <br /> Bu.get Chairman"deleting and/or. <br /> Councilmembers felt the Budget Chairman should be included as <br /> they Might have a better reel for needs. <br /> Tanount7nd1=11."=:oft tr!ngo.t liberal cay. <br /> A discussion ensued regarding the Rainy Day Fund. President <br /> Gipson doesn't agree with this fund.
