423 <br /> November 18,1992 <br /> COUNCIL PRESIDENT SELECTION <br /> President Gipson stated that a motion was on the floor from <br /> last week and asked if the maker of that motion wanted to make <br /> any changes. <br /> Councilman Overstreet said that as the one who seconded his <br /> motion, he would withdraw the second in order to make the <br /> selection of Council President unanimous. <br /> President Gipson said that the last motion on the floor <br /> supersedes all other motions and asked the Clerk to take the <br /> roll on the Councilman Anderson's motion to elect Councilman <br /> Diamond as Council President for 1993. <br /> Roll was called with all councilmen voting yes except <br /> Councilman Moser who voted no. <br /> Notion carried. <br /> Councilman Campbell requested that item OS, the resolution <br /> denying the Welly-Weatherton appeal be removed from the Consent <br /> Agenda and be considered as an action item. <br /> Councilman Moser reported on the meeting held at the Everett <br /> Pacific Hotel on the draft Environmental Impact Study for the <br /> systems plan for the rail proposal. Also presented were <br /> displays on the Growth Management proposals for Snohomish <br /> County. <br /> Councilman Pope reported on the planning session he attended on <br /> the Northwest Festival Association Convention which will be <br /> held in Everett-the seconded week of November, 1291. <br /> Participants will be from British Columbia, Anchorage, <br /> Washington,Oregon and Montana. <br /> Councilman Diamond asked that'item to, Final Plat Approval of <br /> Ridgewood Terrace Division II be placed in the action agenda <br /> rather than the consent agenda. <br />
