Chair Diamond said the first order <br /> of business west to receive a legal opinion on the motion <br /> proposed by Councilman Campbell to consolidate funding for all <br /> communications personnel. <br /> Bruce Jones, Assistant City Attorney, stated that the Charter <br /> provides for a strong Mayor/Council form of Government. <br /> Section 3.1 states that"The Council shall have the powers and <br /> authority of the legislative body of this city, and shall not <br /> perform administrative functions of the City." <br /> The definition of "communications personnel" needs to be <br /> specifically defined. Or. Jones said that council can audit <br /> communications; define communications; and ask fora report on <br /> how many people and how much is being spent on communications <br /> as defined. He said that he cannot find how the Council can, <br /> in the budget document,consolidate or make adjustments to one <br /> department. <br /> This type of government is best performed with a give and take <br /> and an=.2,1c.=='..rtthe=VA= <br /> to provide information on that request as refined. <br /> (7.) <br />
