He <br /> asked that•whenthe'appellants and applicants address Council <br /> that they speak only from the speaker's microphone and begin by <br /> stating your name and address. He stated that a court reporter <br /> will be recording the testimony provided. <br /> President Gipson said that he would be actings the <br /> chairperson for the hearing. e <br /> We. concerned thatthis <br /> hearing be fair'in substance and form. are.We ned that <br /> it be fair in appearance well. Heasked if any <br /> scrlmember knows cf'any.reel or potential cenfli'ct which <br /> houldsathat ember to avoid participation in the <br /> hearing. No sone replied. <br /> He eked if anyone in the audience objects for whatever reason <br /> to his participation or any of the councilmembers participation <br /> in the proceedings. No objections were expressed. <br /> He explained the process of the hearing and said that all /1 <br /> individuals who wished to provide testimony during the hearing <br /> would need to be <br /> o n-in. A11 persons who planned on <br /> testifying were sworn-inby the City Clerk. <br /> Dave Tyler; Planning Staff, said that the City received an <br /> application from Rmbatino Refuse Removal for a Spacial Property <br /> Use <br /> and ddumpsters;Phase Il,following: <br /> Phase <br /> storage andi <br /> transfer not yard <br /> waste: Phase III, construct 100. by 100. recycle transfer <br /> building onsouthern portion of the site. Mitigated <br /> Determination of Nan-Significance (MDNS) was issued by the <br /> Responsible Official on October B, 1992. On October 19, 1992, <br /> this decision was <br /> appealed by Reid Shockey, on behalf of the <br /> applicant; Ed Rubatino', and by the Greater' Riverside <br /> Neighborhood Group. <br /> Kelly Mitchell of 3519 25th Street, representing the Greater <br /> a Riverside Neighborhood Group, reviewed the issues which would <br /> have an adverse effect on the neighborhood. She expressed <br /> agreement with the issues of the proposed modified MONS.
