The Herald, s a daily local <br /> newspaper,is also the lowest and most responsive daily bidder. <br /> Mored by Councilman demand, s onded by Councilman Moser to <br /> designate the Herald es the Cltyes Official Newspaper for 1993. <br /> Roll was called with all councilmen voting yes. <br /> Motion cathed., <br /> AGREEMENT-WATER TRANSMISSION LINES <br /> Moved by Councilman Campbell, seconded by Councilman Overstreet <br /> to authorize the Mayor to sign a contract with the Washington <br /> State Department of Transportation for design modification to /1 <br /> water transmissions lines i2, i3, end aA in the amount of / <br /> $39,927. <br /> Roll was called with all councilmen voting yes. <br /> Motion carried. <br /> 1993 COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY <br /> David Koenig,Planning Staff, reported the the Comprehensive <br /> Housing Affordability Strategy (CHAS) with Snohomish County. <br /> Snohomish County will be adopting the CHAS as the lead agency <br /> in the Consortium formed between the City of Everett and <br /> Snohomish County. The CHAS is due to HUD by December 31, <br /> 1992. Mr. Koenig presented housekeeping changes to She <br /> investment plan. <br /> (-) <br />
