March 1,2000 <br /> CITIZEN COMMENTS <br /> Michelle Hoverter,5502 S 2 Street,asked several questions concerning City <br /> Council processes with regard 0 notification,ordinances,amendments and <br /> public comment. <br /> City Attorney Soine answered that all ordinances require tutee readings as set <br /> forts by the City Charter.Amendments are circulated to the City Council with <br /> the agenda packet.An ordinance is available to the public at first reading from <br /> the City Clerk's Office. If a citizen wants information regarding a particular <br /> item a staff person can be contested. Citizens can make comment by either <br /> writing to the City Council or making comment during the City Council <br /> meetings. The vote on an ordimn'e is usually done at the third and final <br /> reading.If there are amendments they are voted on at the time the final action <br /> is taken unless that matin is confirmed by a notion of the City Council.The <br /> dates are published when an ordinance will be acted upon. <br /> President Campbell explained that if a citizen wants to talk with a staff person <br /> they should contact the City Council Office. <br /> Couocilmember Pope stated that normally the third and foal reading is the time <br /> for public comment,however,if a person is not able to come at that time,they <br /> may speak at any time. <br /> Ms.Hoverter also commented on riverfront development with regard Co human <br /> needs versus economic benefits. <br /> CONSENT AGENDA ITEM <br /> Moved by Cmarhlmember Overstreet,seconded by Countllmember Gipson <br /> to approve the following consent items: <br /> 86 <br />
