March 22,2000 <br /> generally south of Casino Road between Evergreen Way and Airport Road <br /> as revised. <br /> Couocilmember Anderson stated that this item came before the Budget <br /> Commitee and die Library Board. <br /> Resolution No.4883 is as follows: <br /> WHEREAS,through the adoption of Ordinance No.2422-99,the City annexed <br /> the property generally described as the unincorporated island in Southwest <br /> Everett which is located generally south of Casino Road between Evergreen <br /> Way and Airport Road:and <br /> WHEREAS,pursuant to We referendum provisions found in Ordinance No. <br /> 2422-99 and Chapter 35.13 RCW,a referendum election was held on February <br /> 29,2000,on the annexation described in Ordinance No.2422-99 with the <br /> results of the election sustaining the City's annexation of the subject property; <br /> and <br /> WHEREAS,Resolution No.4065 defines an Everett resident providing for a <br /> distinction between residents and non-residents in the City for the provision of <br /> certain City services;and <br /> WHEREAS,w accordance with Resolution No.4065,the City's park and <br /> library provide certain services and fees differentiating between residents and <br /> non-residents:and <br /> WHEREAS,although there will be a period of time before the annexation will <br /> be deemed effective,the City would like to provide those residents of the area <br /> annexed per Ordinance No.2422-99 the opportunity to avail themselves of <br /> ruin City library and park services as Everett residents in accordance with the <br /> City policies concerning residents/non-residents pending the ultimate outcome <br /> of the annexation process; <br /> WHEREAS,until the annexation is fwlindd and becomes effective,the City <br /> does not have die authority to provide other City servnes such as police,fire <br />
