August 30,2000 <br /> WHEREAS,elected officials in the Central Puget Sound region have stated that <br /> k is unfair and intolerable to end up with a funding policy where taxpayers in <br /> Everett and throughout the region only see a 50 percent return on their <br /> transportation tax dollar;and <br /> WHEREAS,the nation of incorporating tax equity provisions into legislation in <br /> not new;and <br /> WHEREAS,the concept of transportation investment equity is noted in several <br /> places within the"Options"report of a guberndtorially-appointed Blue Ribbon <br /> Commission on Transporsadoa;and <br /> WHEREAS,in the recently enacted"TEA-21r measure adopted by Congress <br /> two years ago,a fortmla for a least 91 cents on the dollar equity was <br /> incorporated into that legislation;and <br /> WHEREAS,the Sound Transit system within the Cenral Puget Sound includes <br /> subarea equity provisions to strive toward tax paid/tax investments returned for <br /> residents of the Snohomish.North King,Seattle,South King,and Pierce County <br /> subareas. <br /> NOW,THEREFORE,the City Council of the City of Everett does hereby <br /> resolve: <br /> t.That a transportation investment equity principle,as advanced by the Blue <br /> •Ribbon Commission,should be included in legislation enacted by the 2001 <br /> Legislature,.that the taxpayers of the Central Puget Sound receive a more <br /> reasonable and equitable rem.for their trasuportatioo tax dollar. <br /> 2.That local government,the business sector,and others in the region,in <br /> partnership their legislative delegations,work to advance this concept in <br /> 2001 and work to ensure it in included as a component of any Transportation <br /> Funding package. <br /> 3.That the City share this resolution with other cities and towns in the region, <br /> the Puget Sound Regional Council,the Blue Ribbon Commission,area <br /> legislators,the Snohomish County Committee for Improved Transportation, <br /> 382 <br /> L — � <br />
