He <br /> stated that helipeds are handled under a Type 5 review process which requires <br /> that the Planning Commission conduct an adminissative hearing and make a <br /> recommendation to the City Council.The City Council then conducts a decision <br /> hearing and takes 8Gion on the special property use permit.He discussed the <br /> conditions of the mann. <br /> Councilmember Simpson questioned whether the helicopters would be <br /> transporting freight or personnel. Gary stated that it would be primarily <br /> management personnel and technicians. <br /> lack McCullah,Food Services of America,gave a brief history of the company <br /> and explained why a helicopter is necessary to their operations. <br /> Lincoln Ferris,FSA,P.O.Box 367,Seattle,discussed the logistics of the <br /> companies'food distribution business,and why they choose Everett for their <br /> new operations.He stated that they have only one masngemeet staff and need <br /> to be able to move them between their Kew and Everett facilities as efficiently <br /> as possible. <br /> Councilmember Simpson questioned whether they could laud at Paine Field and <br /> shuttle personnel to tire's facility. Mr.Ferro steed that the benefit of a <br /> helicopter is that it has the ability to take them from point to point of thew <br /> different operations instead of having to shuttle them from place to place. <br /> Dao Bruck,3208 15.Avenue W,Salve,HRC Acoustical Consultants, <br /> described the key elements of the background noise tens which were done at the <br /> proposed site. <br /> David Ketchum,2604 North Bluff Road,Greenback,stated that he is involved <br /> with the design and permitting of helicopter lending areas.
