He remarked that extra work was needed for <br /> alley.sidewalk and graffiti demo and to empty overflowing garbage cans <br /> which the City's limited resources could not provide. <br /> Ross Miracle,2107 Rucker,a property owner in the BIA area,remarked that the <br /> method used to calculate the BIA assessments a unfair to small business <br /> CounciBaember Warnock questioned the process by which changes could be <br /> made to the Bib.Ned Johnston,Legal,stated that the BIA is established by <br /> State law which allows for the creation of a downtown business improvement <br /> area and sets forth criteria for the basis upon which the assessments me made. <br /> That criteria gives the City and the BIA advisory board the discretion to <br /> determine which basis they want to make thein assessments on.Everyone has an <br /> opportunity to attend the board meetings,anolyae what it going on now,and <br /> make proposals for the fnuve. <br /> Moved by Couoeilmembse Pope,seconded by Councilmember Overstreet to <br /> dose the public herring. <br /> Roll was called with all coumtmembers voting yes except Coaectmember <br /> Gipson who was excused. <br /> Motion carried. <br /> 565 <br />
