March 21,2001 COUNCIL BILL NO.01-2-3 THIOD AND FINAL READING: AN ORDINANCE adopting the updated Shoreline Master Program, superseding the existing Shoreline Master Program and amending the Everett Comprehensive Plan and Zoning Cade,amending Ordinance No.2021-94 and Ordinance No.1671-89(Title 19 EMC). Moved by Councilmemboo Overstreet,seconded by Councihnember Anderson that this is declared to be the third and Snot reading of Council Bill No.1-2-3 including the revised etmm sheets. Moved by Co0u011member Warnock,seconded by Couocilmember Gipson to mend the Shoreline Master Program to designate the easterly half of the 45- re development pad on the Simpson properly as`urban canservancy- Councilmember Warnock explained that it is his intention that all of No relevant provisions of the Shoreline Master Program would be revised to reflect Nis change in designation.This would include,but not be limited to;(1)revising the Vision Statement an page 4-24,(2)adding this designation to the lin of areas designated under Section 4.9 as`urban en0servancy-recreorio0",and(3)revising Figure 4.14 designating the 1021,0 half of the development pad as`urban conservancy-recreation." dexter lmemba Anderson questioned whether the City Cosocil could 0hang0 the desigoatl0n II 010100 time if they adopt doe 000200142000[the mnendment. Paul Roberts,Planning stated the coundlmembea will have an opportunity to look at these properties when the Comprehensive Plan is updated and when the Planned Development Overlay is in place. City Attorney Soine remarked 20at lithe amendment to change the designation of the easterly half of the 45 acres is adopted,it will limit the counciMOmber's discretion with respect m developing the entire parcel in the future. Councilmember Anderson spoke against NO amendment.
