March 21,2001 <br /> COUNCIL BILL NO.01-2-3 <br /> THIOD AND FINAL READING: <br /> AN ORDINANCE adopting the updated Shoreline Master Program, <br /> superseding the existing Shoreline Master Program and amending the <br /> Everett Comprehensive Plan and Zoning Cade,amending Ordinance <br /> No.2021-94 and Ordinance No.1671-89(Title 19 EMC). <br /> Moved by Councilmemboo Overstreet,seconded by Councihnember Anderson <br /> that this is declared to be the third and Snot reading of Council Bill No.1-2-3 <br /> including the revised etmm sheets. <br /> Moved by Co0u011member Warnock,seconded by Couocilmember Gipson to <br /> mend the Shoreline Master Program to designate the easterly half of the 45- <br /> re development pad on the Simpson properly as`urban canservancy- <br /> Councilmember Warnock explained that it is his intention that all of No relevant <br /> provisions of the Shoreline Master Program would be revised to reflect Nis <br /> change in designation.This would include,but not be limited to;(1)revising the <br /> Vision Statement an page 4-24,(2)adding this designation to the lin of areas <br /> designated under Section 4.9 as`urban en0servancy-recreorio0",and(3)revising <br /> Figure 4.14 designating the 1021,0 half of the development pad as`urban <br /> conservancy-recreation." <br /> dexter lmemba Anderson questioned whether the City Cosocil could 0hang0 the <br /> desigoatl0n II 010100 time if they adopt doe 000200142000[the mnendment. <br /> Paul Roberts,Planning stated the coundlmembea will have an opportunity to <br /> look at these properties when the Comprehensive Plan is updated and when the <br /> Planned Development Overlay is in place. <br /> City Attorney Soine remarked 20at lithe amendment to change the designation of <br /> the easterly half of the 45 acres is adopted,it will limit the counciMOmber's <br /> discretion with respect m developing the entire parcel in the future. <br /> Councilmember Anderson spoke against NO amendment. <br />
