• <br /> April 4,2001 <br /> Resolution No.5030 has follows: <br /> WHEREAS,the City of Everett is a municipal corporation operated as a charter <br /> city,organized and roasting under and by virtue thereof and the laws of the State <br /> ofWashirgtmn;and <br /> WHEREAS.the City Council for the City of Everett,Washington hes determined <br /> that it Ls in the best interests of the City and its citizens to take advantage of the <br /> provisions of Chapter 35.57 RCW,and by Ordinance 2511-01 has formed end <br /> established the Everett Public Facilities District,a separate municipal corporation <br /> pursuant to RCW 35.57A10(4),which is authorized to undertake the design, <br /> co/tamed.,operation,promotion and financing of a regional center;and <br /> WHEREAS,RCW 35.57.010(3)(a)requires that the board of directors of the <br /> public facilities district created by a single city shall be governed by a board of <br /> directors consisting of five members,three of whom are appointed based on <br /> recommendations from local organizations that may include,but rot be limited to, <br /> the local Chamber of Commerce,Meal Economic Development Council and local <br /> Labor Council;and <br /> WHEREAS,RCW 35.57.010(3)4)requires that of the initial members,one must <br /> be appointed for a one-year tam,one must be appointed fora two-year term,one <br /> must be appointed for a three-year tam and the remainder must be appointed fen <br /> four-yea tams;and <br /> WHEREAS,Allan Dar has been recommended by the Snohomish County Labor <br /> Council to save as a member of the board of director,of the Everett Public <br /> Facilities District because of his experience in conshuction and labor issues;and <br /> WHEREAS,Karen Shaw and Richard Anderson have been recommended by the <br /> Economic Development Council of Snohomish County to save as members of <br /> the board of directors of the Everett Public Facilities District because of their <br /> private sector business experience and their roles as members of the citizens <br /> remminee which reviewed the City's feasibility study of the proposed regional <br /> and <br /> WHEREAS,Earl Dutton has been nominated by Mayor Hansen to serve as a <br /> member of the public facilities district board of directors because he has <br />
