AA,'5,2001 WHEREAS,the Aty has recognized a deficit of soccer fields and desires to increase the playing capacity of its existing fields;and WHEREAS,refusal reinforcement of the turf at the Walter o Hall soccer fields will provide an improved playing surface and permit a significant increase in the number of hams the fields can be in use;and WHEREAS,DD Graysmamer is the ody na uml turf reinforcing system that can be vertically injected into existing seed based natural turf and Nen be used vandiatdy thereafter without need to reconstruct the field,reseal,or resod;and WHEREAS,other ruhual turf reinforcing systems require construction,re- seeding,or resodding of the field after it is reinforced,telAog the newly reinforced field out of play for at least 5500000;and WHEREAS,the combination of high demand for soccer fields end fewer fields than are needed menu the City cannot take a field out of play for season to install reinforcement;and WHEREAS,Deese DLW Sports Systems is the sole provider of the DD Grassmaster product;and WHEREAS,Desso DLW Sports Systems holds multiple patents in three major areas:I)the unique machinery used to inject the fibers into the sand base,2)the concept of verdcally injecting reinforcing fibers,and 3)the material properties of the fiber used for reinforcement;and WHEREAS,FIFA,the international governing body for soccer has approved this system for play at the highest levels;and WHEREAS,Deana DLW Sports Symms is able to offer a considerable discount for the Walter E.Hull soccer fields project because the machinery is currently mobilized in the United States for other customers and the Walter E.Hall project will save as a demonstration project, NOW,THEREFORE,BE 1T RESOLVED BY THE CITY CORNER,OP THE CITY OF H VERETT that because there is clearly and legitimately only one source capable of supplying a natural turf reinforcing system that can ba vertically 259
