• <br /> August I,2001 <br /> WHEREAS,Ordinance No 2511-01 created a Public Facilities District pursued <br /> t0 Ch.35.57 RCW kmwe as the Everett Public Faciliriv District;and <br /> WHEREAS,the Everett Public Facilities District undertook a process to evaluate <br /> the best site for the Special Events Facility and as pat of that procedure reviewed <br /> and considered:the Moor Nora Feasibility Analysis,Final Report January <br /> 2001,completed by Brailsford&Dudavey;the City of Everett's Special Events <br /> Center Feasibility Committee Report,March 5,2001;the Special Events Arena <br /> Transportation Analysis and Evaluation,by Protea Engineering,Inc.,April 2001; <br /> the City of Everett'a Special Events Facility Feasibility Analysis by <br /> Shockey/Brent, Inc, May 14, 2001; the Everett Growth Management <br /> Comprehensive Plan and Environmental Impact Statement of January 1994;the <br /> Draft and Fuel Downtown Core Subarea Plan and Dreg Environmental Impact <br /> Statement prepared by the City of Everett,May 27,1998;staff and consultant <br /> presentations on the available alternative sites for the Special Events Center; <br /> public comments with respect to rite selection for the center,including those <br /> received at the Public Hearing held May I7,2001;the mvhonmmW impacts of <br /> development of the Everett Special Events Center on the considered site,an l <br /> disclosed and discussed in the Draft Supplemental Environment Impact Statement )) <br /> for the Everett Special Events Center issued June,2001,and Final Supplemental <br /> Environmental Impact Statement including especially the parking traffic and <br /> historic impacts;the financial,economic and social impacts of its decision;the <br /> consequences of displacement of people,businesses and buildings on those <br /> displaced and the community,the benefits of the Everett Specie/Events Center on <br /> each of the alternative sites to the community,and the public interest and welfare; <br /> and <br /> WHEREAS,on July 24,2001,the Public Facilities District adopted Resolution <br /> No.2401 making findings regarding Site 5 and its suitability for the Special <br /> Events Facility and selecting Site 5 as drollest site for the Special Events Facility. <br /> Some ofthe findings read as follows: <br /> o Locating the facility at Site 5 will promote the City of Evades <br /> economic development,especially that of its downtown core; <br /> o Locating the facility at Site 5 will enhance and aid in the <br /> development of Everett and Snohomish Comtys quality of life <br /> with the location,development,and consbuetion of a special <br /> 316 <br />
