August 22,2001 <br /> Councibnanber Pope stated that this was advertised as a public hearing and <br /> questioned whether the public should be allowed to speak. <br /> President Simpson invited any citizen who is at the meeting today,but will not be <br /> able to attend the public hearing on September 12,2001,to come up and speak. <br /> There was no response. <br /> Roll was called with all comedilmembers voting yea <br /> Moth,n carried. <br /> PUBLIC HEARING—2001-2006 CAPITAL IMPROVEMENT PLAN <br /> President Simpson opened a public hearing regarding Council Bill No.0I-8'32,a <br /> proposed ordinance amending the text and policies of the Everett Comprehensive <br /> Plan,as contained in Exhibit 4A"of Ordinance No.2021-94. <br /> President Simpson invited public calmer. <br /> Dave Koenig,Planning,stated that this is the Capital Facilities Plan which comae <br /> before the City Council annually.This year the Council is being asked to adopt <br /> the Mel dues and Everett School Dishim's Capital Facilities Plans as part of the <br /> update. <br /> Paul Roberts,Planning commented that the school districts have requested that <br /> the Council adopt their Capital Facilities Plans into the City's Comprehensive <br /> Plan to allow them to access the fee structure under RCW 82.02 to assess <br /> mitigation fees for development within the City ofEvades jurisdiction. <br /> Michael Gunn,Director of Facilities and Planning,Everett School Dietrich stated <br /> that the plans which the school districts are asking the Council to adopt into their <br /> Capital Facilities Plan includes thein enrollment projections,an inventory of their <br /> facilities,and develops a six-year financing plan regarding how to accommodate <br /> those needs. <br /> 358 <br />
