September 19,2001 <br /> PUBLIC HEARING—HISTORIC OVBRLAYZONR <br /> President Simpson opened a public hearing regarding Council Bill No.01-9-42,a <br /> proposed ordnance concerning the Historic Overlay Zone,designs ing Norton <br /> Grand and redesigneting Rucker Grand as Historic Overlay Zones,providing <br /> reduced height limits in the Historic Overlay Zones,modifying certain <br /> neighborhood guidelines and historic overlay zone sthrulards. <br /> President Simpson invited public comment. <br /> Chris Raven,Planning slated that this proposal is to expand the boundaries of the <br /> historic overlay vane to include Norton Grand between Pacific and 35."Street ad <br /> to modify certain historic overlay guideline standards.She gave a brief history <br /> and overview of the proposed changer.She remarked that the height standards in <br /> the historic overlay will be changed to a 35 foot maximum in the R3 zone(3 <br /> story)and a 40 foot maximum in the R4 zone(4 story)and that a 10 percent <br /> modification is allowed.She stated that City stiff has held meetings with the <br /> Norton Grand Neighborhood. ]tae have been Wee workshops with the <br /> Planning Commissiooada public hearing.The response has been positive <br /> Councibnomber Pope commented that the historic overlay should be erpaded to <br /> other neighborhoods and possibly to the whole City.There is a need to protect the <br /> older neighborhoods.Chris stated that the historic oyerlay zone ordinance could <br /> be expanded into other areas,but she has not received requests from any other <br /> neighborhoods asking to be included in the historic overlay. <br /> Coundlmembe Warnock questioned whether she has had any requests regarding <br /> the Donovan Homes.Chris replied that the Donovan area is an Everett Register <br /> District but it is not in a zoning district. <br /> Cou0cilmembe Anderson questioned why 35 feet is being allowed for 3 story <br /> homes and only 40 f for 4 story homes.Chris stared that the extra five feet is <br /> considered necessary in the historic overlay to allow for steps up to a front porch <br /> cc for an elevator to be installed. <br />
