December 12,2001 <br /> VACATION—ALLEY <br /> Moved by Councilmember Pope,seconded by Caueeilmember Overstreet to <br /> approve the vavtioe of the northerly east/west alley in Block 631,Plat of <br /> Everett,Division"I",and direct staff to draft an ordinance subject to the <br /> conditions contained in the staff report. <br /> Roll was called with all couocilmembers voting yes. <br /> Matron carried. <br /> AGREEMENT—SPECIAL EVENTS CENTER <br /> Moved by Cetaci member Pope,seconded by Couecilmember Campbell to <br /> authorize the Mayor to sign on behalf of the City of Everett,the interlocal <br /> agreement with Snohomish County,Everett Public Facilities District and <br /> Snohomish County Public Facilities District,concerning the Regional <br /> Special Events Center to be built and operated by the Everett Public <br /> Facilities District. <br /> Councilmmber Warnock questioned whether the Everett Public Facilities <br /> District has taxing authority and whether they can impose taxes.Attorney Sohn <br /> sited that they have the authority to'moose a parking tax,an admissions tax <br /> and an increase is the sales tax.They have agreed not to impose parking taxes <br /> on the Snohomish County parking garage.An increase in the sales tax would <br /> need a vow of the people. <br /> Councilmember Warnock requested clarification of the recital on page 33 where <br /> it states .imposes the sales and use tax at the rete of.033 percent." He <br /> questioned whether the PFD is imposing the tax or whether it is a tax credit <br /> which has already been imposed by the State and is a rebate.Attorney Soine <br /> replied that the Public Facilities District imposes the salm tae of.033 percent, <br /> and the State has a provision for a credit back of.033 percent,so there is no net <br /> increase to the payer of the sales tax. <br />
