• <br /> December 12,2001 <br /> President Simpson stated that it is important Nat the City Council members are <br /> not only fah in fact,but fair in appearance.He questioned whether any Council <br /> ember(mows of a conflict of interest he may have with any of the issues <br /> before Nem,or know of any other reason Nat may cause a concern.There was <br /> no response. <br /> He questioned whether any member of the public bas any objections to his or <br /> any Council member's participation on any of the matters before them.There <br /> was no response. <br /> President Simpson stated that there are many people here today who have strong <br /> opinions and beliefs. He remarked that it is the Council's job to fairly and <br /> objectively hear from all of you,whatever your beliefs and opinions are,and to <br /> respect those beliefs and opinions. <br /> City Attorney Solve stated that it has been the custom of the Council to allow <br /> three minutes for each person,other than the applicant,to speak on a topic <br /> during a public hearing and it is appropriate for the Council N set such time <br /> limits on the speakers. The Council has found Nat this is a particularly <br /> rNsonable amount of time when there are a large number of speakers.Today <br /> mat rule will be followed.However,the Historical Commission will be given <br /> five minutes to discuss its recommendations to the Council and the applicant • <br /> will <br /> be given such time as it requires to make its presenmtton. <br /> Paul Roberts,Planning,stated that the Council has before it recommendations <br /> from the Everett Historic Commission to deny the waiver of the certificate of <br /> appropriamoess which,if granted,would allow the demoti0on of two buildings <br /> listed on the Everett Historic Register.They are located on Hewitt Avenue and <br /> are known as the Moffatt Building and Stovies Stove Shop.The proposal is to <br /> demolish the buildings to build a special events center.Everett City Code states <br /> that the waiver of Os certificate of appropriateness is required fora permit to <br /> allow demolition of the designated properties. The Commission's roll is to <br /> make the recommendation to City Council. It is the Council's job to make a <br /> decision.The Council can accept Ns Historical Commission's recommendation <br /> to deny the war ,approve Me waiver of appropriateness,modify the <br /> recommendation,or take other actions as deemed appropriate. <br />
