President Simpson questioned whether any one who had not signed up wished to speak.There was no response. President Simpson questioned whether David Blacker,Chairperson,Everett Historical Commission had any further comments.There was no response. President Simpson questioned whether the Public Fazilities District had a rebuttal to any comments made today.Doo Hale stated that he would like to have the design build tam give the Council a better undeatamding of what they have been working on in terms of appropriate mitigation for the demolition of the two buildings. Rafael Vinoly,LMN Architects,described the intent of their design for the Hewitt Avenue facade and Be sidewalk and promenade space in front of the building.He stated that if the Scottish Rita Temple is retained,the propard building will be moved 20 feet toward Hewitt,thus reducing the plaza Born 50 to 30 het. Councilmemhee Warnock questioned how much the redesign work will tort. Rafael stated that the cost of moving the building would only be increased in terns of the shoring that will be needed to maintain the Scottish Rice Temple. Rafael commented on the design changes which would be required for the second ice shat ifthe Moffat Building and Movies Stove Shop were retained. Counvimember Pope questioned whether they had considered incorporating a museum into the building.Rafael stated that they had not,but that it could be a peeeibility. 543
