April 10.2002 <br /> BID AWARD—EVERGREEN WAY IMPROVEMENTS <br /> Moved by Council Member Overstreet,seconded by Council Member <br /> dative that the contract for the northern portion of the Evergreen <br /> Way Improvements project,112"Street to just north of Shawn's <br /> Produce(11515 Street),be awarded to the lowest responsive bidder, <br /> ELS Construction,Mukllteo,WA,based upon their unit prices bid <br /> extended for an estimated total of$1,212,827.00 as received at the <br /> bid opening held at 2:00 p.m.,August 28,2001,and authorize the <br /> Mayor to negotiate and execute a change order deducting <br /> $231,257.50 from the contract price and deleting the southern part of <br /> the project. <br /> Dave Davis,Engineering,gave a brief presentation on the proposed <br /> project. <br /> The following Individuals spoke In opposition to the proposed project <br /> They cited safety issues and adverse affects on their businesses due to <br /> medians limiting ingress and egress:David Shin,11216 Hwy 99 S.;Russ <br /> Miller,11715 Hwy 99 5.:Mike Nicholson.11323 Hwy 99 S.;and Hans <br /> Stack.11501 Hwy 99 S. <br /> The following indMduals spoke in support of the proposed <br /> recommendation.
