August 28,2002 <br /> BANNERS-ALL AMERICA CITY <br /> Moved by Council Member Over...eet,seconded by Council Member <br /> Campbell to authorize All-America City banners to be displayed <br /> along selected street sides In the downtown area,at gateways,and <br /> other high traffic areas throughout the City at City-produced <br /> activities which are approved by the City Council. <br /> Roll web-ailed with all council members voting yes. <br /> Motion cabled. <br /> AGREEMENT-ESSENTIAL PUBLIC FACILITIES <br /> Moved by Council Member Olson,seconded by Council Member Krell <br /> to authorize the Mayor to sign an Interlocal agreement with <br /> Snohomish County to Implement a common siting process for <br /> essential public facilities. <br /> Roll was called with all coundi members voting yea except Council <br /> Member Gipson who voted no. <br /> Motion carded. <br /> PUBLIC HEARING-SECURE COMMUNITY TRANSITION FACILITIES <br /> President Hafts opened a public hearing regarding Council BM No.02- <br /> 0858,a proposed ordinance amending the Everett Zoning Code to <br /> estabiibh siting requirements for secure community transition facilities. <br /> President Hatton invited public comment <br /> Paul Roberts,Planning.stated that Me legislature,in response to court <br /> decisions,took actions that provided for the definition of the siting of <br /> 203 <br />
