February 12.2003 <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> PUBLIC HEARING—2003 BIA BUDGET <br /> President Ha0oe opened a public hearing regarding Council Bill No.02- <br /> 12.94,a proposed ordinance relating to the Downtown Everett Business <br /> Improvement Area(BIA),approving the year 2003 budget and levying <br /> annual special assessments,which include a 25 percent reduction from <br /> the 2002 assessment,upon buildings and other real property(and owners <br /> thereof)for collection during the year 2003. <br /> President Hatloe invited public comment. <br /> Mayor Anderson recommended that the City Counol approve the 2003 <br /> assessments with a 25 percent reduction.approve the 2003 budget for <br /> the BIA,and that a study be conducted to review the issues raised by <br /> those who signed the petition to terminate the BIA and those contained in <br /> Mr.Trepaniars white papers. <br /> Gary Davis,Everett Elks Lodge,2731 Rucker,George Dmmheller,1515 <br /> Pacific Avenue:Linda Grant,2932 Hoyt;Mien Hemmet,1611 Everett <br /> Avenue;Ken Fulcher,2605 Wetmore;Mark Dowdle,2828 Hoyt Avenue; I <br /> Bob Monies,2810 Lombard;and Ted Trapanier,1420 Hewitt spoke in <br /> opposition to the proposed ordinance.They remarked that the marketing <br /> aspect of the BIA does not benefit the non-profit and service—elated <br /> businesses,the method of assessment is unfair;that they have received <br /> very few services from the BIA,and they would like to see it terminated. <br /> Frank McCond,2828 Colby;Reid Shockey,2716 Colby;Joel Stan,2929 <br /> Colby;Louise Stanton-Masten,Everett Area Chamber of Commerce; <br /> Leila Hennenson,2501 Chestnut;and Jim Stanford,1508 Hewitt spoke <br /> in support of the proposed ordinance.They commented that the City of <br /> Everett is now thriving,clean and safe due to the 00ods of the BIA. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Overstreet to close the public hearing, <br />• <br /> 41 <br />
