PUBLIC HEARING—2003 BIA BUDGET President Ha0oe opened a public hearing regarding Council Bill No.02- 12.94,a proposed ordinance relating to the Downtown Everett Business Improvement Area(BIA),approving the year 2003 budget and levying annual special assessments,which include a 25 percent reduction from the 2002 assessment,upon buildings and other real property(and owners thereof)for collection during the year 2003. President Hatloe invited public comment. Mayor Anderson recommended that the City Counol approve the 2003 assessments with a 25 percent reduction.approve the 2003 budget for the BIA,and that a study be conducted to review the issues raised by those who signed the petition to terminate the BIA and those contained in Mr.Trepaniars white papers. Gary Davis,Everett Elks Lodge,2731 Rucker,George Dmmheller,1515 Pacific Avenue:Linda Grant,2932 Hoyt;Mien Hemmet,1611 Everett Avenue;Ken Fulcher,2605 Wetmore;Mark Dowdle,2828 Hoyt Avenue; I Bob Monies,2810 Lombard;and Ted Trapanier,1420 Hewitt spoke in opposition to the proposed ordinance.They remarked that the marketing aspect of the BIA does not benefit the non-profit and service—elated businesses,the method of assessment is unfair;that they have received very few services from the BIA,and they would like to see it terminated. Frank McCond,2828 Colby;Reid Shockey,2716 Colby;Joel Stan,2929 Colby;Louise Stanton-Masten,Everett Area Chamber of Commerce; Leila Hennenson,2501 Chestnut;and Jim Stanford,1508 Hewitt spoke in support of the proposed ordinance.They commented that the City of Everett is now thriving,clean and safe due to the 00ods of the BIA.
