,n err�w nr oon .,..x oda <br /> February 16,2003 <br /> PUBLIC HEARING—COUNCIL BILL NO.0302.03 <br /> This agenda item,a public hearing regarding Council Bill No.0302-03,to <br /> adopt a proposed ordinance amending the City of Everett Zoning Map,as <br /> adopted by Ordinance No.1671-69(as amended)rezoning property <br /> generally located between 41.and 42 Streets,and between Terrace <br /> Drive and the alley located between Terrace drive and Grand Avenue, <br /> implementing the Land Use Map of the Everett Comprehensive Plan,and <br /> implementing the Resolution of Intent to Rezone the property,Resolution <br /> No.4866 was pulled from the agenda at the request of Safeway. <br /> COUNCIL BILL NO,0302-03 <br /> FIRST.SECOND AND THIRD READINGS: <br /> AN ORDINANCE relating to drug and alcohol treatment <br /> facilities, adopting a moratodum onestablishing such <br /> facilities and processing applications related thereto,and <br /> declaring an emergency. <br /> Moved by Council Member Pope,seconded by Council Member Krell that <br /> this is the third and final reading of Council Bill No.0302-03. <br /> Paul Roberts,Planning,spoke regarding the need for the proposed <br /> emergency ordinance. <br /> Kimbedi McCabe,1706 Lombard,requested that the wording in the <br /> proposed ordinance be changed from'all drug and alcohol treatment <br /> facilities°to"methadone treatment centers to allow her to open an <br /> outpatient chemical dependency treatment facility. <br /> Norman Johnson,Executive Director,Therapeutic Health Services,1116 • <br /> Summit Avenue,Seattle,spoke in opposition to the proposed ordinance. <br /> He Stated that a methadone clink is needed in this area to service clients <br /> that would otherwise be required to rive to Seattle for treatment. • <br />
