April 16,2003 <br /> Roll was called with ell council members voting yes except Council <br /> Member Gipson who was excused. <br /> Motion caroled. <br /> PUBLIC HEARING—MORATORIUM/DRUG AND ALCOHOL <br /> TREATMENT FACILITIES <br /> President Hatioe opened a public hearing regarding Ordinance No.2678- <br /> 03,which establishes a moratorium on drug and alcohol treatment <br /> facilities. <br /> President H000e invited public comment. <br /> Paul Roberts,Planning,discussed the context in which the ordinance was <br /> originally brought before the City Council and addressed some of the <br /> specific aspects of the ordinance. <br /> Andrew Kc,ACLU of Washington,705 Second Avenue,Seattle;Roger <br /> Goodman,King County Bar Association,Seattle;Dick Jones,P.O.Boz <br /> 244,Camation,Department of Social and Heath Services;and Norm <br /> Johnson,Therapeutic Health Services,1118 Summit,Seattle,spoke in <br /> support of methadone treatment facilities in Snohomish County. They <br /> stated that are o facilities located north of King County and gave <br /> statistics regarding the number of Individuals from Snohomish County who <br /> trin need of treatment and the number of those who are receiving <br /> reeament. <br /> David Mascarenas,517 Laurel Drive,stated that ha believes there is a <br /> need for the methadone treatment facilities.He suggested that they use e <br /> mobile clinic so as not to impact any particular neighborhood. <br /> Moved by Council Member Pope,aaeonded by Connell Member Krell <br /> to aloe.the public hearing. <br /> 107 <br />
