May21,2003 Moved by Council Member Campbell,seconded by Council Member Olson that this Is declared to be the third and final reading of Council Bill No.0301.15 as revised. Greg Lineberry,Police,spoke regarding the problems the City of Everett has experienced which led to the proposed ordinance.He stated that the majority of the contested reperk infractions were being dismissed by the court. Teresa Cox,Prosecutors,explained that the proposed ordinance Geary defines what repark'.s end clarifies the distinction between:sparing outside the central business district as opposed to inside the central business district.She stated that the amended language should make the ordinance more enforceable. Wayne War.,Traffic Engineering,commented that students from Everett High School have been parking on the 2500 and 2000 blocks of Colby. He has been working elth the school district to find incentives for students to park elsewhere,and the school district has budgeted funds to improve parking by 2006. Council Member Olson left the Council Chambers. Katie Dearman,Theopatras,2512 Colby,expressed concern regarding the Everett High School students who park in front of the restaurant end block customer parking. Theodore Papadapouloe,owner of Theopstrss,2512 Colby,slated that the parking problem in front of his restaurant needs to be remedied soon to keep him from going out of business. Shawna Pierce,Freedom Therapy and Massage.2520 Colby,stated that she Is preferred provider with several insurance companies.One of the criteria is to provide adequate parking.
