July 2.2003 <br /> CITY ATTORNEY <br /> City Attorney Mark Soine requested an executive session following the <br /> regular meeting regarding two matters,a labor matter and a real estate <br /> matter. The session will last approximately twenty minutes with no <br /> announcements at the conclusion. <br /> CITIZEN COMMENTS <br /> Robert Farmer,1408 88"Drive SE,representing the Everett Jaycees. <br /> spoke regarding the issue of pemritting all campaigning political <br /> candidates in the 4e of July Parade. He voiced the concams of the <br /> Jaycees and why they decided to change the policy. Those concerns <br /> were raised via public comments made to the Jaycees that there were <br /> too many politicians in the parade'. Also the issue of appearance of <br /> impartiality was taken into account Asa result of pressure received from <br /> the campaigning politicians the Jaycees have decided to allow the <br /> campaigning politicians in the parade in groups based on their party <br /> affiliation. <br /> Council Member Olson thanked the Jaycees for their work on the 4s'of <br /> July parade,past and present.He brought forth concerns based on levels <br /> of participation not being equal between campaigning politicians and <br /> Incumbent politicians.He requested that theyreconsider their policy. <br /> Joel Start,2920 Colby Avenue.stated that he is honored to be the Grand <br /> Melection issue.oHerequestedthat thetCityled iMR has becomeCouncil step up <br /> an eand do <br /> something and not let this celebration die. <br /> Moved by Council Member Gipson to ailow the City Attorney to <br /> negotiate up to 510,000 from the City Council's Contingency Fund for <br /> the Everett's 4'"of July fireworks display. <br /> Motion died for lack of oacond. <br /> 205 <br />
