July 16.2003 <br /> AYES: Krell,Olson,Hatloe,Gipson,Campbell,Pope,Overstreet <br /> NAYS: None <br /> Ordinance No.2707-03 adopted. <br /> PUBLIC HEARING <br /> President Hatloe opened a public hearing regarding Council Bili No.030)- <br /> 33.a proposed ordinance adding opiate substitution treatment facilities as <br /> a permitted use in certain commercially zoned areas and repealing the •• <br /> moratodum on drug and alcohol treatment facilities established by <br /> Ordinance No.2678-03. <br /> President Hardee Invited public comment. <br /> Allan Giffen,Planning,gave a brief history of the ordinance which was <br /> adopted an February 18,2003 establishing a moretodum an drug and <br /> alcohol treatment facilities.He stated that during the lest six months the <br /> Police,Legal and Planning Departments have researched existing <br /> methadone clinics in a number of ways and have found no significant <br /> adverse impacts to the communities where they are located. This <br /> proposed ordinance would allow one opiate substitution treatment facility <br /> in the C-1 area south of SR 526 and repeal Ordinance No.2878-03.Any • <br /> subsequence treatment facility applications would not be considered until <br /> such time as the City of Everett would adopt an essential public facilities • <br /> siting ordinance. <br /> Nom Johnson,Therapeutic Health Services,1116 Summit,Seattle, <br /> expressed cencem regarding the increase in costs for opening a clinic in a <br /> apace along Evergreen Way as compared to his proposed site at Grand <br /> and Wall.He asked the CM Council to reconsider the Grand/Wall Street <br /> site. <br /> Moved by Council Member Pape,seconded by Council Member Krell <br /> to close the public hearing. <br />
