July 16.2003 Roll was called with all council members voting yes. Motion carried. PUBLIC HEARINGS President Hato°stated that now is the lime to begin the public hearings on the kerne related to the proposed changes in the Comprehenerve Plan Map and related resolution,agreement and ordinances,where applicable, for items 7 through 13 on the agenda.It is Important that the City Council hearings are not only fair in fact,but also fair in appearance. lie questioned whether any council member knows of a conflict of interest that he or she may have regarding the proposed changes.There was no response. He questioned whether any member of the public has any objection to his or any other council members participation in the proposed lend useamendments and resolutions. There w a response. He requested that anyone who wishes to speak fill out na speakers form and keep their comments as brief as possible. Paul Roberts,Planning,stated that the Growth Management Act requires an annual update.There are two hems which will not be before the City Council tonight for third and final reading but only for consideration as part of the annual update package;the Port of Everette proposed changes to the Comprehensive Plan and Shoreline Master Program for the North Marina project and the Station Area Plan. PUBLIC HEARING—SINGH PROPERTY Counch President Ha0oe opened a public hearing regarding Council Bill • No.0306-27,a proposed ordinance amending the Comprehensive Plan for the Singh property located on West Casino Road at 5 Avenue West, from 1.6(Multiple Family,20-29 Dwellings per acre)to 0.1(Neighborhood Business);and a proposed resolution approving the rezone of the Singh • property from R-3 to B-1,subject to the provisions of a development agreement.
