July 16,2003 <br /> AYES: Krell,Olson,Hadoe,Gipson,Campbell,Pope,Overstreet <br /> NAYS: None <br /> Ordinance No.2704.03 adopted. <br /> PUBLIC HEARING <br /> President Hance opened a public hearing reganiing Council Bill No.0306. <br /> 30,a proposed ordinance amending the Comprehensle Plan Text and <br /> Map relating to the Updated Shoreline Master Program and the 2002 <br /> Comprehensive Plan Updates:Council Bill No.030631,a proposed <br /> ordinance amending the Zoning Code end Zoning Map relating to the <br /> Updated Shoreline Master Program and the 2002 Comprehensive Plan <br /> Updates:and Council Bill No.030632,a proposed ordinance amending <br /> the Shoreline Master Program to provide for piers end docks for <br /> transportation facilities of statewide significance in the aquatic li <br /> conservancy environment. <br /> President Hatton invited public comment <br /> Paul Roberts,Planning.stated that the Shoreline Master Program was <br /> adopted in May,2002.Agenda items no.11,Council Bill No.030630, <br /> and no.12,Council Bill No.0306-31,will bong the Shoreline Master <br /> Program and the Comprehensive Plan together so that they are <br /> consistent with one another as required by State law.Agenda item no. <br /> 13,Council Bill No.030732,is an amendment to the Shoreline Master <br /> Program and the Comprehensive Plan which addresses a proposal by the <br /> Port of Everett to build a barge dock facility for the boding and shipping of <br /> large containers to the Everett Boeing see. <br /> Mary Cunningham,Planning,discussed the proposed changes. She <br /> stated that two of the major charges include adopting a new aquatic <br /> comprehensive plan designation and an aquatic zone,and an open space <br /> zone.She remarked that the State's definition for transportation facilities <br /> of statewide significance is being added to the Comprehensive Plan,the <br /> Zoning Code.end the Shoreline Master Program.It was modify.'slightly <br /> with the deletion of railroad and switching yards,and high concentrations <br /> of port and marine shipping activities. <br />
