• <br /> • <br /> August 13,2003 <br /> PUBLIC HEARING—WATER POLLUTION CONTROL FACILITIES <br /> UPGRADE <br /> President Haase opened a public haanng for determination to use the <br /> general contractor/construction manager(GM/CM)alternative Public <br /> Works procedure for construction of the Water Pollution Control Facilities <br /> Upgrade,Schedule A. <br /> President Hafoe invited public comment <br /> Jim Miller,Public Works,gave a brief presentation regarding the need to <br /> evaluate the traditional approach to constructing projects and the reasons <br /> for conceding alternative methods.He stated that staff is recommending <br /> the general contractor/construction manager alternative for the Water <br /> Pollution Facility Upgrade because a allows for the selection ofa highly <br /> qualified contractor;the collaboration between designer,contractor and <br /> operators,provides more certainty about cost early on;and reduces the <br /> risk of change orders and operating problems during construction. <br /> Ted Trapanier,1420 Grand,Nancy Davidson,Consulting Engineer,CH2M <br /> Hill;Dennis Nelson,CH2M Hill Constructors;and John Rowe),19980 NE <br /> 155",Woodinville,M.A.Mortensen Company,spoke in fever of the <br /> general contractor/construction manager alternative.
