January 28,2004 <br /> Roll was called with all council members voting yes except Council <br /> Member Gipson who was excused. <br /> Motion carried. <br /> RESOLUTION—DOWNTOWN EVERETT BUSINESS IMPROVEMENT <br /> AREA <br /> Moved by Council Member Krell,seconded by Council Member <br /> Overstreet to adopt Resolution No.5433 setting a public hearing on <br /> February 11,2004,at 8:30 a.m.,on the Downtown Everett Business <br /> Improvement Area(BIA)to consider and approve the 2004 budget to <br /> be paid from current City BIA and Downtown Everett Association <br /> account balances. <br /> Ned Johnston, Legal, stated that Brad Segal, Progressive Urban <br /> Management Associates, has been hired to analyze alternative <br /> approaches to the way the BIA is presently configured,regarding both <br /> geographical location and methods of assessment. Mr.Segal will be <br /> vailable on February 2,2004 to conduct a sides of small meetings with <br /> the stakeholders,ratepayers,promotional leaders for the downtown area, <br /> property owners,and City end County staff. He will present a final <br /> proposal and plan in March,2004. <br /> Council Member Olson left the City Council chambers. <br /> Moved by Council Member Krell,s onded by Council Member <br /> Campbell to amend the motion to change the workshop and public <br /> hearing on this matter to a special meeting to be held on February <br /> 18,2004,at 8:00 p.m. <br /> Roll was called on the amendment with all council members voting yes <br /> except Council Members Olson and Gipson who were excused. <br /> Motion carried. <br /> 31 <br />
