February 11,2004 <br /> The regular meeting of the Everett City Council was called to order at 8:30 <br /> am..February 11,2004,in the City Council Chambers of the Everett City <br /> Hall,President Halloo presiding. Upon roll call k was found that Mayor <br /> Stephenson and Council Members Krell, Olson, Halloo, Gipson <br /> Campbell,Stonecipher,and Overstreet were present. <br /> Council Member Stonecipher led the Pledge of Allegiance. <br /> The minutes of the February 4,2004 City Council meeting were approved <br /> as printed. Council Members Campbell and Overstreet abstained from <br /> the vote. <br /> COUNCIL <br /> Council Member Gipson requested that the per diem for meals and the <br /> reimbursable mileage rete for City employees and members of the Coy of <br /> Evered's boards and commissions be brought before the Budget and <br /> Finance Committee for review. <br /> He requested that the Public Safety Committee look into waiving the fee <br /> for fingerprinting for out-of-state background checks for non-profs <br /> organizations. <br /> CITIZEN COMMENTS <br /> President Ham announced guidelines for citizen comments: when <br /> speakers come up to make their comments,they should state their name <br /> and address;dozens who sign up to speak will not be allowed to berate or <br /> verbally attack individual council members,the City Council,the Mayor,or <br /> staff;the City Council president will caution any speaker who shows <br /> disrespect once,and if ignored,the speaker will be asked to step away <br /> and be seated;and anyone who signs up to speak will honor a three- <br /> minute time limit. <br /> Elle Ray,2132 Grand Avenue,spoke in support of agenda item no.2,to <br /> re-appropriate 2003 funds to the 2004 Neighborhood Project funds to <br /> allow funding of 2003 large project grants. <br /> 39 <br />
