• <br /> February 18,2004 <br /> A special meeting of the Everett City Council was called to order at 8:00 <br /> p.m.,Febmary 18,2004,in the City Council Chambers of the Everett City <br /> Halt,President Hatloe presiding. Upon roll call it was found that Meyer <br /> Stephenson;Council Members Krell,Olson,Hatloe,Gipson,Campbell, <br /> and Overstreet were present.Council Member Stonecipher was excused. <br /> PUBLIC HEARING <br /> President Hallos opened a public hearing regarding Council Bill No.0401- <br /> 03,a proposed ordinance relating to the Downtown Everett Business <br /> Improvement Area(BIA),approving the year 2004 budget <br /> President Halloe Invited public comment <br /> Ned Johnson,Legal,stated that the budget amounts for administrative <br /> salaries,marketing and BIA expansion have been eliminated from the <br /> proposed 2004 BIA budget He remarked that current balances in the <br /> Downtown Everett Association end the City of Everett accounts are <br /> sufficient to cover the 2004 budget alleviating the need for assessments <br /> on the properties. He gave a brief history of the BIA and discussed <br /> options which the City Council has for changing or expanding the BIA. <br /> Karen Shaw,Administration,discussed the draft recommendations made <br /> by the City of Everett's consultant,Brad Segal,Professional Urban <br /> Management Association,regarding the BIA. <br /> Joel Starr,2929 Colby;Reid Sheckey,Downtown Everett Association <br /> Board,2718 Colby;Craig Skotdal,2707 Colby;Bob Strickland,4205 <br /> Olive;C.J.Ebert,Port Gardner Partners LP;Louise Stanton-Maston, <br /> President,Everett Area Chamber of Commerce;and Dean Nichols,2701 <br /> Wetmore,spoke in support of the 2004 BIA budget They remarked that <br /> the BIA has contributed greatly to the well.being of downtown Everett. <br /> David Craig,Builders Exchange of Washington,2605 and 2607 Wetmore, <br /> stated that they are supportive of the 2004 BIA budget with the condition <br /> that the streetscape be enhanced more equitably. <br /> 46 <br />
