April28,2004 <br /> included:Taboo Video is operating 24 hours a day and impacting the <br /> neighbors;property values are declining;learning center business is being <br /> impacted and concerns about the type of people visiting the store. <br /> Moved by Council Member Olson to withdraw his motion from a <br /> previous city council meeting (March 24, 2002) regarding a <br /> moratorium on adult retail businesses. <br /> Motion died for lack o1 a second. <br /> The city council questioned what other cities are doing with regard to <br /> regulating adult retail,the zoning of the area,end restricting hours of <br /> operation. <br /> Jim Iles,City Attorney,explained that the city of Spokane's ordinance is <br /> currently under challenge and awaiting a decision from the g.Circuit <br /> Court. <br /> Council Member Campbell requested an analysis of other cities that <br /> currently are regulating adult retail. <br /> Council Member Stonecipher asked that the Police Department come <br /> back in six months with a report on this specific site and that the city <br /> council be apprised of any issues during the Interim period. She stated <br /> that the issue should be revisited after the Spokane decision has been <br /> issued. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Stonecipher to withdraw a previous motion made regarding the <br /> preparation of an ordinance with regard to a moratorium on adult <br /> retail facilities(March 24,2004). <br /> Roll was called with as ncil members voting yes except Council <br /> Member Gipson who voted no. <br /> Motion carried. <br /> 106 <br />
