July 21,2004 <br /> Ryan Sass,Traffic Engineer,outlined the Issues Involved and the <br /> proposed resolutions. <br /> Or.Thomas W.Jones,Physicians Eye Clinic,3930 Hoyt,voiced <br /> disapproval of the proposed street vacation. He remarked that their <br /> concems are based on their past history with the Everett Clinic regarding <br /> a previous alley vacation.He stated that a contract was formed between <br /> the two clinics before the alley vacation and that the issues which ware <br /> addressed have been abandoned by the Everett Clinic. <br /> Moved by Council Member Gipson to table this Item until the final <br /> traffic report can he reviewed. <br /> Motion died for lack of second. <br /> Brad Cattle,Attorney,2707 Colby,representing Everett Clinic,remarked <br /> that the Everett Clinic Is desirous of communicating to the City of Everett <br /> how the prior vacation and subsequent traffic flow will work. <br /> Mark Menti,Chief Operating Officer, Everett Clinic,gave a brief <br /> introduction of the proposed project. <br /> Jeff Clerk,President,Architectural Works Inc.,11335 NE 122n0 Place NE. <br /> Kirkland,described the planning end site work Involved In the proposed <br /> project. <br /> Michael Stringham,Perteet Engineers,discussed the traffic and parking <br /> Impacts regarding the proposed development. <br /> President Ratios expressed concern regarding the previous agreement <br /> between the Everett Clinic end Physicians Eye Clinic and requested <br /> assurance that there Is eamest consideration being given to those issues. <br /> Brad Cattle responded to his concerns.He proposed that either as a part <br /> of the City's ordinance or as a sidebar commitment from the clinic before <br /> the City Council acts on the ordinance,that N in sin-months there Isn't <br /> substantial change and Improvement in eliminating the problem,the <br /> Everett Clinic will pay the cost of a mediation to Identify the Issues,to <br /> come up with a resolution of those Issues,end It the parties cannot agree <br /> 235 <br />
