September 8,2004 <br /> COUNCIL BILL NO.0408-40 <br /> Third and final reading of this council bill re'cting to possession of <br /> weapons In Courthouse Buildings was continued to next week. <br /> PUBLIC HEARING-COUNCIL BILL NO.040045 <br /> President Hattie opened a public hearing regarding Council Bill No.0408- <br /> 41 relating to rezoning the ASARCO Smelter area from R-2 to R-1A. <br /> Bob Landles, Planning Staff, explained that the rezone <br /> area is <br /> approximately eighteen acres and is the site of the formerASARCO <br /> Smelter.All of the adjacent property is currently zoned R-2.He detailed <br /> the location of the rezone area.The requested action is to rezone horn R- <br /> 2,single family medium density residential,to R-1A,single family a0•i ked <br /> too dens,:y residential. The rezone is consistent with the existing <br /> Comprehensive Plan designation for the area It will provide for greater <br /> flexibility for the future redevelopment of the area(12 dwelling unite per <br /> acre).The Hoaring Examiner held a public hearing on July 22,2004 and <br /> he has recommended approval of the rezone. At that time comments <br /> were received from Timothy Dean. <br /> It was noted that Mark Walken,Bud Alkire,and Darcy Walker are present <br /> on behalf of the Everett Housing Authority. <br /> Council Members questioned the increase in density,neighborhood <br /> concerns,and access to Broadway Avenue. <br /> Mark Wolken,consultant,stated that the only change to the existing <br /> zoning and proposed rezone is 12 units rather loan 10 units per acre. <br /> George Deaml, 525 Hawthome, and a member of the Delta <br /> Neighborhood,spoke in opposition to the rezone.He eked the increase in <br /> housing density and an increase in traffic as reasons for his opposition to <br /> the rezone. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Overstreet to close the public hearing. <br /> 291 <br />
