• <br /> November 17,2004 <br /> The regular meeting of the Everett City Council was called to order at 8:30 <br /> Rm.,November 17,2004 in the City Council Chambers of the Everett City <br /> Hall,President Hatloe presiding. Upon roll call it was found that Mayor <br /> Stephenson and Council Members Knell,Olson,Ration,Gipson,Nielsen, li <br /> and Stonecipher were present.Council Member Overstreet was excused. <br /> Council Member Gipson led the Pledge of Allegiance. <br /> The minutes of the November 10,2004 City Council meeting were <br /> approved as printed.Council Member Olson abstained from the vote. <br /> MAYOR <br /> Mayor Stephenson introduced an ordinance declaring an emergency to <br /> exist and establishing interim regulations for specified uses and the <br /> processing of applications related thereto within the downtown Everett <br /> Allan Wien,Planning Director,gave an overview of the proposed <br /> ordinance. He stated that it will allow additional planning within the <br /> downtown area regarding uses which are appropriate or compatible with <br /> the City of Everett's goals for the downtown,and allow fora conditional <br /> review of certain uses which have been identified as having a potential <br /> impact an the type of investment and redevelopment which the <br /> Comprehensive Plan encourages. • <br /> COUNCIL BILL NO 0411-80 <br /> FIRST.SECOND.THIRD AND FINAL READINGS: <br /> AN ORDINANCE declaring an emergency to exist, and <br /> establishing Interim regulations for specified uses and the <br /> processing of applications related thereto within the <br /> downtown Everett area <br /> Moved by Council Member Krell,seconded by Council Member Olson that <br /> this is declared to be the first,second,third and final readings of Coundl <br /> 370 <br />
